【摘要】:1.1Thispracticecoversthefunctionoftheemergencymedicaldispatcher(EMD).Thisfunctionisthepromptandaccurateprocessingofcallsforemergencymedicalassistance.ThetrainingandpracticethroughtheuseofawrittenorautomatedmedicaldispatchprotocolisnotsufficientinitselftoensurecontinuedmedicallycorrectfunctioningoftheEMD.Theirdispatch-specificmedicaltrainingandfocalroleinEMShasdevelopedtosuchacomplexitythatonlythroughacorrectlystructuredandappropriatelymanagedqualityassuranceenvironmentcanthebenefitsoftheirpracticebefullyrealized.Thephilosophiesofemergencymedicaldispatchhaveestablishednewdutiestowhichtheemergencymedicaldispatchagencymustrespond.Itisimportantthattheirqualityassurance/qualityimprovement(QA/QI)activities,includinginitialhiring,orientation,trainingandcertification,continuingdispatcheducation,recertification,andperformanceevaluationbegivenappropriatemanagerialattentiontohelpensuretheongoingsafetyintheperformanceoftheEMD.Thispracticeestablishesfunctionalguidelinesforthesemanagerial,administrativeandsupervisoryfunctions.1.2Thescopeofthispracticeincludes:1.2.1Theentrylevelselectioncriteriaforhiringemergencymedicaldispatchers;1.2.2Theorientationofnewemergencymedicaldispatchers;1.2.3DevelopmentofQA/QImechanisms,managementstrategiesandorganizationalstructuresforusewithinacomprehensiveemergencymedicaldispatchsystem;1.2.4Performanceevaluationasacomponentofacomprehensiveandongoingqualityassuranceandriskmanagementprogramforanemergencymedicaldispatchsystem;1.2.5Developmentandprovisionofcontinuingdispatcheducationactivitiesfortheemergencymedicaldispatcher;1.2.6Requirementsforinitialcertificationandrecertificationoftheemergencymedicaldispatcher;1.2.7ProvisionforcomparativeanalysisbetweendifferentEMDprogramapproachesavailabletotheEMScommunitythatconformtoestablishedEMDpracticestandardspriortoimplementationofanemergencymedicaldispatchprogram;and1.2.8Guidelinesforimplementationofanemergencymedicaldispatchprogram.1.3Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
